Monocle magazine has named Tallinn the world’s best city for start-ups in its 2025 Quality of Life Survey. Making its debut in the rankings, Estonia’s capital impressed with digital infrastructure, supportive ecosystem, affordability, and its welcoming international community.

Monocle highlights Estonia’s e-Residency, efficient bureaucracy, and strong government backing as key enablers for founders. Startup Estonia noted that over €4.5B has flowed into Estonian startups since 2010—92% from international investors.

The city’s collaborative spirit was also praised: international founders are welcomed instantly, networks are open, and connections happen fast. Add in Nordic quality of life at a fraction of the price, and it’s no surprise Tallinn topped the list.

Other winners in the survey included Paris (best overall), Madrid (health), Athens (nightlife), and Tokyo (cleanliness).
